South Dakota has no statewide residential building code. Sioux Falls, Rapid City and most incorporated cities enforce the IRC through local building departments, but many rural counties have no building department and require no residential permit at all. There is no state general contractor license. Every contractor must hold a contractor's excise tax license from the South Dakota Department of Revenue and pay 2 percent on gross receipts, so expect that line on your bid. Electricians and plumbers are state licensed through their own commissions. Engineer for 105 to 115 mph wind gusts, real snow loads and 48 inch frost depth. Septic on rural land runs through DANR onsite wastewater rules, administered by some counties directly.
