West Virginia has a State Building Code adopted by the State Fire Commission, but enforcement is voluntary by county and municipality. Many rural counties have no building department, so your only mandatory permits are often septic and electrical. Contractors need a state license from the WV Division of Labor for any job over $2,500, and you can verify licenses through the Division's online lookup. Engineering drivers are mountain snow loads, steep-slope foundations and a 30 to 36 inch frost depth. Septic permits run through county health departments under the Bureau for Public Health, and percolation on hillside or karst ground fails often enough that you should test before buying land.
