Kentucky adopts a statewide Kentucky Residential Code through the Department of Housing, Buildings and Construction, so the same base code applies in every county. Enforcement is uneven: many rural counties have no local building inspector, so your sign-offs may be limited to the state electrical inspection, septic, and a driveway permit. Kentucky licenses electricians, plumbers and HVAC contractors statewide, verifiable through the HBC online portal, but there is no general contractor license, so vet the builder yourself. Western Kentucky sits in the New Madrid seismic zone and engineered plans there need seismic detailing. Frost depth is about 24 inches. Septic permits run through county health departments, and steep or clay-heavy sites often need a soil evaluation before you buy.
