Maryland adopts the IBC and IRC statewide through the Maryland Building Performance Standards, but each county amends and enforces its own version, so requirements shift at county lines. New home builders must register with the Home Builder Registration Unit in the Attorney General's Consumer Protection Division, and remodel work requires a Maryland Home Improvement Commission (MHIC) license. Both are verifiable online. The Chesapeake Bay Critical Area law restricts building within 1,000 feet of tidal waters, and septic systems in that zone need nitrogen-reducing BAT units. County health departments run perc tests and septic permits elsewhere. Engineering drivers are wind on the Eastern Shore and heavy snow loads in Garrett County. Expect stricter zoning review in the DC and Baltimore suburbs.

Financing a barndominium in Maryland

Horizon Farm Credit, formed from the 2022 merger of MidAtlantic Farm Credit and AgChoice, covers all of Maryland and lends on rural home construction with acreage. Community banks on the Eastern Shore and in western Maryland also close construction-to-perm loans. Comparables are workable within commuting range of Baltimore and DC but thin on the Shore. Plan on 20 to 25 percent down with a Farm Credit lender, sometimes less with strong land equity.
