California enforces one statewide code, the California Building Standards Code (Title 24), updated on a 3-year cycle. Every city and county enforces it, and local amendments are common. General contractors need a Class B license from the Contractors State License Board, verifiable at cslb.ca.gov. Engineering is the hard part: seismic design statewide, plus Chapter 7A ignition-resistant construction in fire hazard severity zones, where bare steel panels and vented eaves get rejected. Title 24 energy code requires solar on most new homes and drives envelope costs up. Septic runs through county environmental health under the State Water Board OWTS Policy, and percolation failures kill rural deals. Coastal zone parcels add Coastal Commission review.

Financing a barndominium in California

Farm Credit works on acreage: American AgCredit, AgWest Farm Credit and Golden State Farm Credit split the state, with smaller associations like Fresno Madera and Yosemite Farm Credit in the Central Valley. Comparable sales exist in the foothills and far north but are thin in coastal counties, so appraisals often lean on custom home comps. Expect 20-25 percent down on construction loans. Some community banks in Redding, Chico and Bakersfield will do construction-to-perm on metal buildings.
