Permits and codes in South Carolina
South Carolina mandates statewide codes through the SC Building Codes Council, currently the 2021 IRC, enforced by county and municipal building departments with limited local amendment. Home builders need a license from the SC Residential Builders Commission under the Department of Labor, Licensing and Regulation, verifiable at llr.sc.gov. Two engineering drivers matter: coastal wind, with 140+ mph design speeds and often engineered wind provisions near the coast, and seismic, since the Charleston area carries some of the highest seismic design categories east of the Rockies and post-frame plans there need a stamp addressing both. Upstate counties are simpler. Septic permits run through the Department of Public Health, which took over the program from DHEC in 2024. Percolation is poor in lowcountry clay and high water table areas.
Financing a barndominium in South Carolina
AgSouth Farm Credit covers most of the state and ArborOne Farm Credit handles the Pee Dee region around Florence. Both close construction loans on barndominiums with acreage. AgSouth in particular markets rural home construction lending directly. Regional banks and credit unions will lend in the upstate where metal-building homes now appraise against real comparables. Coastal counties are harder because comps skew to conventional construction. Expect 15 to 20 percent down with Farm Credit, more at commercial banks.
