Mississippi has no enforced statewide residential code across most of the state. A 2014 law let counties opt out of code adoption, and most rural counties did, so many builds outside city limits need no building permit at all. The 3 coastal counties are the exception: post-Katrina wind requirements apply and 140+ mph design speeds drive engineering there.
