Hawaii adopts a state building code through the State Building Code Council, but each county amends and enforces it: Honolulu DPP, Hawaii County, Maui and Kauai all run their own permit desks. Expect hurricane wind design of 130 mph or more, seismic design on Hawaii Island, and mandatory termite protection. Honolulu permit reviews routinely run 6 to 12 months. Contractors need a license from the Contractors License Board under DCCA, verifiable through the DCCA Professional and Vocational Licensing search. New cesspools have been banned since 2016. Septic needs Department of Health Wastewater Branch approval, and existing cesspools must convert by 2050. Nearly all steel and lumber ships in, so plan long lead times.
Financing a barndominium in Hawaii
American AgCredit is the Farm Credit lender for Hawaii after absorbing Farm Credit Services of Hawaii in 2023, and it finances rural homes and ag land. Rural 1st also maintains Hawaii offices. Local banks such as First Hawaiian and Bank of Hawaii rarely underwrite barndominium construction. Appraisals are the choke point: comparable metal-frame homes barely exist, so valuations lean on the cost approach. Expect 20 to 30 percent down, and confirm the land is fee simple, since leasehold parcels kill most construction loans.
